Requesting access to public records within the possession of the City of Providence and specifically, the Planning Department relating to and concerning the City of Providence initiative denoted as the "Kennedy Plaza Improvements" and the "Downtown Transit Connector" (collectively, the "Projects" and each a "Project").

Specifically, I am requesting that you provide this office with copies or produce for
inspection and copying the following:

  1. Any and all documents, memoranda, correspondence and/or communications exchanged between employees, agents and officials of the City (including the Mayor's Office) concerning either or both of the Projects from August 1, 2017 through the present;
  2. Any and all documents, memoranda, correspondence and/or communications exchanged between employees, agents and officials of the City (including the Mayor's Office) with employees, agents and officials of the Rhode Island Department of Transportation (RIDOT) concerning either or both of the Projects from August I, 2017 through the present;
  3. Any and all documents, memoranda, correspondence and/or communications exchanged between employees, agents and officials of the City (including the Mayor's Office) with employees, agents and officials of the Rhode Island Public Transportation Authority ("RIPTA") concerning either or both of the Projects from August 1, 2017 through the present;
  4. Any and all documents, applications, memoranda, correspondence and/or communications in the City, including but not limited to the Building Department, and/or Planning Department's possession related to permitting for the either or both of the Projects from August 1, 2017 through the present;
  5. Any and all documents, applications, memoranda, correspondence and/or communications issued to or filed by the City related to either or both of the Projects filed with or received from the General Services Administration ("GSA") from August 1, 2017 through the present;
  6. Any and all documents, applications, memoranda, correspondence and/or communications issued to or filed by the City related to either or both of the Projects filed with or received from the United States Department of Transportation ("US DOT") from August 1, 2017 through the present;
  7. Any and all applications for grants and or funding submitted to the US DOT and any/or any Rhode Island entity including R1 DOT and RIPT A for either or both Projects, as applicable going back to August 1, 2017;
  8. Copy of the present and applicable Lease Agreement executed by and between the City and the Rhode Island Public Transit Authority ("RIPTA") for Kennedy Plaza;
  9. Copies of documentation related to any prior funding for improvements located in Kennedy Plaza, particularly to include any provisions related to "disgorgement" or obligations to repay previously received funding if any existing improvements are removed from Kennedy Plaza;
  10. Any and all documents, memoranda, correspondence, and/or communications including plans and proposals received from consultants and third parties showing alternative designs for both Projects that were considered by the City and any and all documents, including internal memoranda, commenting on the viability of other proposed designs for the Project from August 1, 2017 through the present; and,
  11. Any and all documents, correspondence, and/or communications from the Mayor's office or from the Department of Public Safety concerning the enforcement of criminal laws and ordinances by the Providence Police Department in and around Kennedy Plaza.
