The intended recipients of this request are the following departments: police, fire, law, emergency management.

I request a complete and unedited electronic copy, in the highest resolution available and transferred to me electronically via NextRequest, of any and all video records - of any type, from any source - provided or otherwise made available by your department in response to a request for public records, subpoena, or discovery request, where the record was provided or otherwise made available to the requestor between 1/1/18 and 3/31/18, and the same for the period of 10/1/18 - 10/12/18.

Please interpret “made available” to include all instances where one or more video records were approved for release to a requestor pending an action (such as confirmation or payment of a fee) even if that action was never taken.

As noted above, I request that all responsive records be transferred to me electronically through NextRequest, rather than by postal mail on physical media. If the City of Providence has an alternate preferred large file transfer system, or would prefer to deposit files directly to my Dropbox, I am open to such alternative solutions.

(Deposit directly to an assigned folder in my Dropbox account can be easily and securely accomplished at no marginal cost to the City and without the City having to create an account or download anything. My Dropbox account is configured to accept individual uploads of up to 5 terabytes, with a per-file size limit of 20 gigabytes.)

Please advise if the cost of duplicating records responsive to this request is expected to exceed $200.

The Public Records Unit has conducted an initial review of the responsive documents and has determined that it will require a significant amount of search, retrieval, review, and/or redaction to respond to your request. More specifically, it is estimated that it will take an 3.5 hours.

 

Under the Access to Public Records Act, the City may charge $15 per hour for search, retrieval, review, and redaction, with the first hour free. See R.I. Gen. Laws § 38-2-4(b). The Public Records Unit has already expended at least one hour in search, retrieval, review, and/or redaction to respond to this request. Accordingly, your free hour was exhausted, and you will be charged $37.50 (2.5 x $15) for this request.

Please note that this is just an estimate and you will be charged based upon actual time and costs.
